SECTION 1. February 14 of every year is hereby declared a special working holiday in the entire City of Valenzuela to commemorate its conversion into a highly urbanized city and to be known as "Araw ng Lungsod ng Valenzuela".

Section 2
SEC. 2. On this day, all city officials, national government agencies or instrumentalities, civic, religious and other nongovernment organizations, including private companies, shall recognize it as a day of celebration. The city government shall lead the appropriate activities in order to celebrate the city's progression into a highly urbanized city in the modern era.
Section 3
SEC. 3. This Act shall take effect upon its approval. Approved, (Sgd.) JOSE DE VENECIA JR. (Sgd.)
