WHEREAS IT WAS IMPOSSIBLE TO COMPLETE THE REGISTRATION OF ALL CHINESE PERSONS IN THE PHILIPPINE ISLANDS WITHIN THE EIGHT MONTHS ENDING DECEMBER TWENTY-NINTH, NINETEEN HUNDRED AND THREE, AS PROVIDED IN ACTS NUMBERED SEVEN HUNDRED AND TWO AND NINE HUNDRED AND EIGHTY-NINE, THEREFORE. By authority of the United States, be it enacted by Philippine Commission, that:
