SEC. 2. With like concurrence and approval of the Secretary of War first had, the provisions of rule numbered sixty-three of said Act are hereby repealed and the following substituted in lieu thereof: "RULE 63. The Civil Governor shall cause to be made, as often as he deems expedient, an examination of the books and accounts of the Auditor and Treasurer and a comparison of the results as shown by the same, and also an examination and count of the moneys in the hands of the Treasurer, and submit the report thereon to the Secretary of War."
