Preamble

Whereas the principal naval station in the Philippine Islands is situated within the municipality of Cavite, in the Province of Cavite, and there are large numbers of American sailors and marines stationed at that point, which makes it difficult for the ordinary police force of the municipality to maintain peace and order without unfortunate conflict: Now, therefore. By authority of the United States, be it enacted by the Philippine Commission, that:
