Preamble
Whereas, due to a violent storm on April twenty-fifth, nineteen hundred and five, the municipalities of Bagamanoc, Caramoran, Pambin, Payo, and Biga, in the subprovince of Catanduanes of the Province of Albay, were almost entirely swept away and all public buildings and churches and over two thousand houses destroyed; and Whereas, due to the said storm, practically all crops and other sources of income of the inhabitants of said municipalities for the present year have been destroyed: Now, therefore, By authority of the United States, be it enacted by the Philippine Commission, that:
