SEC. 53. All claims arising on account of outstanding liabilities, as aforesaid, shall lie filed with the Auditor, with the evidence pertaining thereto. If the Auditor shall find that such claim is valid, and unpaid, he shall certify the amount due and issue a settlement, warrant on said certificate, which warrant shall be paid by the Treasurer out of the fund accruing on account of. outstanding liabilities.
