SEC. 102. A district auditor shall be ineligible for appointment as a provincial treasurer of any province within his district, except temporarily under the provisions of section sixteen and twenty-one of Act Numbered Eighty-three, as amended, until one year shall have elapsed after he shall cease to be the auditor for the district in which the province is located.
