SEC. 17. (a) No postal savings hank deposit shall lie subject to taxation by the Insular Government, or any provincial or municipal government in the Philippine Islands. (b) The deposit book of a depositor in the Postal Savings Bank shall not be a proper security for a loan, debt, or obligation of any kind, and no such claim of any person, firm, or corporation holding a deposit book of the Postal .Savings Bank shall he recognized as a valid claim against a depositor's account. (c) Deposits in the Postal Savings Bank which bear interest in accordance with the provisions of section ten of this Act shall not be liable to attachment for debt: Provided. That amounts to the credit of any depositor in excess of the limit upon which interest is payable shall be attachable the same as deposits in other banking institutions.
