Section 7

SEC. 7. All labor accruing under the provisions of this Act, and all money collected by municipal treasurers as the commuted value of the labor herein provided for, shall be expended upon the public highways, bridges, wharves, or trails, within the municipality in which the same accrues or is collected, under the supervision of the municipal president, except as hereinafter provided.
