SEC. 4. The sum of fifteen thousand peso's, or so much thereof as may be necessary, is hereby appropriated, out of any funds in the Insular Treasury not otherwise appropriated, for carrying out the purposes of the preceding section of this Act. Said sum shall he expended by the Bureau of Education under the same general conditions as are the moneys appropriated for the education and maintenance of Philippine' Government students in the United States.
