Section 8

SEC. 8. In order to encourage municipalities and provinces to construct wharves, piers, docks, and other structures for the convenience of shipping, the Insular Government, through the Bureau and municipalities, of Navigation, shall, without cost, provide such municipalities and provinces with plans and specifications for the construction thereof.
