SECTION 1. Section five of Act Numbered Seven hundred and eighty-one, as amended, is hereby amended to read as follows: "SEC. 5. It shall lie the duty of all municipal officers and all officers and members o| municipal police forces to give notice immediately, both to the provincial governor and the nearest Constabulary officer or station in province, provided that said officer or station is within fifteen kilometers of such municipal officer or member of the police force, of the presence of any bands of ladrones or brigands or other persons threatening the peace of the community within their jurisdiction, or any act of robbery or theft by such bands, when the offenders or any of the members of such bands are at large; and any officer or person violating the provisions of this section shall be punished by a fine not exceeding two thousand pesos and imprisonment not exceeding two years.
