SEC. 18. The rate of compensation of the sergeants, corporals, and privates of the Insular Constabulary shall he fixed by the Insular Chief, subject to the approval of the Civil Governor. But he shall not be compelled to fix the same rates for all provinces, but in his discretion may fix different rates in different provinces, having reference to the rate of wages and cost of living therein.
