Section 1
SECTION 1. Every person who, with intent to defraud, falsely makes or Philippine makes, forges, counterfeits, or alters any obligation or security of the United States or of the Philippine Islands shall be punished by a fine of not more than fen thousand pesos and by imprisonment for not more than fifteen years. The words "obligation or security of the United States or of the Philippine Islands" shall be held to mean all bonds, certificates of indebtedness, national-bank currency, coupons, United States or Philippine Islands notes. Treasury notes, fractional notes, certificates of deposit, bills, checks, or drafts for money, drawn by or upon authorized officers of the United States or of the Philippine Islands, stamps and other representatives of value, of whatever denomination, which have been or may be issued under any Act of the Congress of the United Slates or of the Philippine Commission or of any Insular legislative body of the Philippine Islands.
