SEC 12. Any peace officer charged with the duty of suppressing gambling who knowingly permits gambling to be conducted within his jurisdiction and who willfully fails to perform his duty shall be punished by a line' of not; less than fifty pesos nor more than one thousand pesos or by imprisonment for not exceeding one year, or by both such fine and imprisonment, in the discretion of the court.
