SEC. 2. The said Board shall have an office in the city of Manila Meetings and pro- for the transaction of its business, but it may at any time meet at any other place in the Philippine Islands as its duties may require. The Board may conduct its proceedings in such a manner as may best conduce to the proper dispatch of business and to the ends of justice.
