Section 19

SEC. 19. Every payment of public moneys in the city of Manila, except fur salaries and wages, shall be made by warrant issued in provisions of this Act: Provided, That payments for other purposes in the city of Manila not exceeding one hundred pesos in any one case and salaries and wages to whatever extent may be made from funds drawn for disbursement for official purpose.
