SEC. 3. There is hereby appropriated, out of any funds in the Insular Treasury not otherwise appropriated, the sum of five thousand five hundred pesos, or so much thereof as may be necessary, for the payment of the salaries and traveling expenses of the private secretaries hereby authorized for the fiscal year nineteen hundred and eight: Provided, however, That should the said salaries and expenses or any part thereof be authorized to be paid out of the Treasury of the United States, the Insular Government shall bear only the sum representing the difference between the amount of the said salaries and expenses hereby authorized and the amount which actually may be paid from funds of the United States.
