Section 1

SECTION 1. (a) Inhabitants of Manila constitute a municipality. The inhabitants of the city of Manila, residing within, the territory described in section two of this Act, are hereby constituted a municipality, which shall be known as the city of Manila, and by that name shall have perpetual succession, and shall possess all the rights of property herein granted or heretofore enjoyed and possessed by the city of Manila as organized under Spanish sovereignty. (b) City of Manila to have a seal; to dispose of real and personal property, and so forth.—It may have a common seal, and alter the same at pleasure, and may take, purchase, receive, hold, lease, convey, and dispose of real and personal property for the general interests of the city, contract and be contracted with, sue and be sued, and prosecute and defend to final judgment and execution, and execute all the powers hereinafter conferred.
