SECTION 1. Section ten of Act Numbered Seventy-four of the Philippine Commission is hereby amended to read as follows: "SEC. 10. There shall be established in each municipality organized under existing Jaw or under any law which may be hereafter enacted, a local school board, consisting of four or six members, as the division superintendent may determine, in .addition to the president or alcalde of the municipality, who shall be a member ex officio. One-half of the members, except the member ex officio, shall be elected by the municipal council, and the remaining half shall be appointed by the division superintendent, and the term of office of all members, holding by appointment or election, shall be two years and until their successors shall have been duly elected or appointed. One of the elective and one of the appointive members shall be women, so that two of the members of the local school board shall be women, and it shall be discretionary with the division superintendent of schools to increase the appointments, and with the municipal council to increase the elections, of women, provided that the total number of members shall not exceed four or six, as hereinbefore provided."
