Section 1
SECTION 1. The Governor-General is hereby authorized in his discretion, to declare that portion of the Benguet Road within the Mountain Province, a toll-road for vehicles carrying freight or merchandise, to make and promulgate rates and method of payment of toll and regulations for carrying into effect the provisions of this Act and to discontinue the collection of toll whenever in his judgment the public interests require. The proceeds of all tolls collected under the provisions of this Act shall be devoted, under the direction of the Governor-General, to the payment of the expenses of collection of the toll and of the maintenance and repair of said road. The Governor-General may exempt vehicles of the Army, Navy, or other Department of the United States Government from the payment of the toll.
