Section 16

SEC. 16. All the terms, conditions, and restrictions required and of Congress of July imposed by section seventy-tour of the Act of Congress of July first, nineteen hundred and two, are hereby by reference incorporated in and made a part of this franchise, and the grantee and his successors and assigns take and hold said franchise at all times subject thereto.
