Section 3

SEC. 3. In the event that for weighty reasons, such as typhoons, earthquakes, epidemics, or other public calamities, the fiesta can not be held on the date fixed in accordance with section two, then it may he changed to another date in the same year, which date the municipal council shall fix for that year only, with the approval of the provincial board.
