SEC. 4. The sum of eighteen thousand pesos is hereby appropriated, out of any funds m the Insular Treasury not otherwise appropriated, for the purchase of a suitable launch and for its operation and maintenance during the fiscal year ending June thirtieth, nineteen hundred and thirteen; for the acquisition of the necessary seismological apparatus; for the purchase of a suitable building site; for the construction of the necessary buildings; for the establishment of telephonic and telegraphic communication; and for the salaries of one employee at seven hundred and twenty pesos per annum, one employee at four hundred and eighty pesos per annum, and one employee at one hundred and eighty pesos per annum, hereby authorized: Provided, That the construction of the necessary buildings and the installation of the apparatus shall be under the direction and control of the Director of the Weather Bureau.
