Section 2

SEC. 2. When this Act shall have been approved by the Congress Effective date, of the United States, as provided in section five of the Act of Congress approved August fifth, nineteen hundred and nine, entitled "An Act to raise revenue, equalize duties and promote the industries of the United States," the fact shall be published by proclamation of the Governor-General of the Philippine Islands and this Act shall take effect on the date of said proclamation. Enacted, February 1, 1912.
