Section 51

SEC. 51. The existing Ley de Aguas and the provisions of the Civil Code in the matter of waters and all other existing laws dealing with waters and irrigation systems shall continue in force in so far as they are not incompatible with the provisions of this Act, and all laws, Acts, or parts of Acts inconsistent with the provisions of this Act are hereby repealed.
