Section 16

SEC. 16. The secretary-treasurer of the board shall keep minutes of the meetings of the board, shall be the custodian of office of the members, and of the seal, records, books and other property of the board, and shall collect and pay into the Treasury all fees and moneys so received, and account therefor to the Insular Auditor.
