Section 1

SECTION 1. The Governor-General is hereby authorized and empowered to grant to the authorities of the United States Army in the Philippine Islands, the privilege of the use of the waters of the Bued River at a point to be by him determined, and such right of way over the public domain as may be necessary, for the purpose of establishing and maintaining a hydroelectric light plant or establishment, and a pumping station for the use of the military reservation known as Camp John Hay, and for such other uses as may be approved by the Governor-General.
