SEC. 3. The amount herein appropriated for the use of the city of Manila is to be regarded as part contribution of the Insular Government to the expenses of the city of Manila from and after August seventh, nineteen hundred and one, under the obligation of the Insular Government in accordance with the Charter of the city, and the Insular Government is to he credited accordingly.
