SEC. 2. Section five of said Act is hereby amended by adding at the end thereof the following: "And provided further, That under no condition shall the lessee or purchaser be permitted to shut down the plant because of labor, financial, or other trouble, without forfeiture of an amount of its bond proportionate to the damage to the Government, and the Government shall have the right to enter and operate the plant at any time and to retain such proportion of the net profits as may be required to save harmless the Government under the terms of the contract of sale or lease in case the plant shall fail to give, in so far as its capacity shall warrant, adequate service to the public."
