SEC. 20. Section thirty-eight of Act Numbered Twenty-three hundred and seven is hereby amended to read as follows: "SEC. 38. The allowance of a writ of certiorari or the institution of any proceeding to review any order of the Board by the Supreme Court as aforesaid, shall in no case supersede or stay the order of the Board, unless the Supreme Court, or a justice thereof, shall so direct, and the appellant may be required by the Supreme Court or a justice thereof, to give bond in such form and of such amount as the Supreme Court, or the justice thereof allowing the stay, shall require. "It shall be the duty of the Attorney-General in the absence of special counsel for the Board to represent the Board in all judicial proceedings and to render such opinions as the Board may request."
