Preamble

Whereas, due to the rainy season, it has been impossible to complete the Naguilian Road until the present time and it will be impossible to open it until February or March of nineteen hundred and fifteen; and Whereas Baguio and the Mountain Province will be practically cut off from communication with the rest of the world unless a small appropriation is made for the maintenance and repair of the Benguet Road: Now, therefore, By authority of the United States, be it enacted by the Philippine Commission, that:
