SEC. 39. Government, how vested.—The government of each municipality established under this chapter is hereby vested in a president, a vice-president, and one representative from each barrio of the municipality who shall be designated as councilor. The president, until otherwise provided by law, shall be selection of officers, appointed by the provincial governor subject to the approval of the department governor. The vice-president shall be chosen at large by the qualified electors of the municipality; the councilor of each barrio shall be chosen by the qualified electors of the barrio.
