SEC. 2. Act Numbered Twenty-three hundred and eighty-seven, passed February twenty-eighth, nineteen hundred and fourteen, entitled "An Act establishing qualifications for appointment as notary public, and for other purposes" is hereby made applicable to the Department of Mindanao and Sulu and shall have full force and effect therein.
