Preamble
Whereas an action is pending in the Court of First Instance of Capiz between Francisca Rose, widow of the laborer Marcelo Dalida who was killed while working on the concrete bridge over the Capiz River, plaintiff, and the Insular Government of the Philippine Islands, the owner of said bridge, defendant, to determine the indemnity for damages which may be due on account of the death of said , laborer Marcelo Dalida; Whereas it is necessary that the Government of the Philippine Islands be a party to said action in order that the same may be decided on its merits: Now, therefore, By authority of the United States, be it enacted by the Philippine Legislature, that:
