Preamble

Whereas under existing legislation the only register of deeds for the Department of Mindanao and Sulu resides at Zamboanga, capital of the department; Whereas the great distance between the provinces of the Department of Mindanao and Sulu and the capital thereof causes great injustice to property owners who desire to register their documents, and the public in general: Now, therefore, By authority of the United States, be it enacted by the Philippine Commission, that:
