SEC. 2. Any grading establishment or any person, association, or corporation engaged in buying or exporting any "' of the fibers covered by Act Numbered Twenty-three hundred and eighty of the Philippine Legislature, which fails to comply with any of the provisions herein prescribed, shall be required to submit all of its stock of fiber to the regular inspection and approval of the Government fiber inspectors prior to its shipment from the Philippine Islands, in accordance with the provisions of Act Numbered Twenty-three hundred and eighty.
