SEC. 13. Before opening all or part of the road to the public for the transportation of passengers or freight, the grantee shall notify the Board of Public Utility Commissioners in writing, stating the date on which it is desired to begin operation. Upon receiving such notice, the Board of Public Utility Commissioners shall direct an immediate inspection to be made of all the works on the section, engines and rolling stock to be used, and if it finds everything in accordance with the law, it shall authorize the opening of the road or of the part thereof fit for traffic.
