Preamble

Whereas the city of Manila has paid the sum of one hundred and sixty-eight thousand one hundred and twenty-eight pesos and twenty-five centavos Philippine currency as customs duties on material imported by said city for use in the construction of the new water supply and sewer systems; Whereas such material should, pursuant to Act Num- bered Thirteen hundred and twenty-three, Philippine Commission, be admitted free of customs duty: By authority of the United States, be it enacted by the Philippine Legislature, that:
