SEC. 2. For the purpose of improving the live stock of the Archipelago, the Director of Agriculture is hereby likewise authorized to use the said animals, or any of them, for sale or for public breeding work, in accordance with existing rules and regulations, or those which might afterwards be promulgated in the premises.
