SEC. 3. All balances of the different appropriations made by this Act unexpended on the thirtieth of June, nineteen hundred and seventeen, shall be reverted to the unappropriated funds in the Insular Treasury, and thereafter shall not be available for withdrawal or expenditure except upon appropriation by the Legislature.
