Section 16

SEC. 16. This Act shall take effect upon its passage: Provided, That any penal provisions contained herein for infractions of the provisions of this Act of the regulations prescribed bby the Collector of Internal Revenue , shall not be enforced until the first day of July, nineteen hundred and sixteen. Enacted, February 4, 1916.
