SEC. 2. Appearance in either House.-The Secretaries may be called, and shall be entitled to be heard, by either c of the two Houses of the Legislature, for the purpose of reporting on matters pertaining to their Deparments, unless the public interest shall require otherwise and the Governor-General shall so state in writing.
