SEC 2. Subject to the approval of the Secretary of the Interior, the provincial boards of the Mountain Province and Nueva Vizcaya may expend for the construction, improvement, and maintenance of roads and public works, including irrigation ditches and provincial gardens, the funds derived from the road tax and the road and bridge fund.
