SEC. 2. In view of the peculiar conditions of a transitory character prevailing in the Department of Mindanao and Sulu, and in order to give the government of said department the necessary facilities for properly confronting any emergency that may arise, the administrative council of the department is hereby authorized, subject to the approval of the Secretary of the Interior, to transfer any of the appropriations herein before specified wholly or partially from one item to any other item herein specified.
