Section 36

SEC. 36. The Commander in Chief shall detail a board of officers at general headquarters whose duty it shall be to examine these records and reports and make recommendations on the same to the Commander in Chief. The Commander in Chief may at any time appoint an examining board of not more than five officers, one of whom shall be a medical officer, whose duty it shall be to examine and inquire into the mental, moral, professional, and physical fitness of officers due or recommended for promotion, and make a report on the same to the Commander in Chief.
