The following sums are hereby appropriated, out of any funds in the Insular Treasury not otherwise appropriated, in addition to such other sums as have been, or may be appropriated in the appropriation acts, to be expended under the direction of the Militia Commission, in the manner provided for in said acts: For pay, per diems, and allowances of officers of all grades, non-commissioned officers, and privates, at such rates and subject to such condition as may be prescribed by the Militia Commission .....................................................
