SEC. 8. The Bureau of Commerce and Industry, subject to the control, direction, and supervision of the Secretary of Commerce and Communications, is hereby vested with the necessary powers and authority for carrying out the provisions and purposes of this Act, and shall, in general, have the following duties and functions: (a) Receive applications for patents; (b) Examine them and determine whether or not it is proper to issue the patent requested; (c) Keep a record of all letters patent issued, with a description of the discovery or invention to which they refer; and (d) Keep open for public inspection, during office hours, a list of all inventions or discoveries patented.
