Section 1

SECTION 1. Section one of Act Numbered One hundred and ninety-six, authorizing the loan of twenty-five thousand dollars each to the Province of Capiz, Ambos Camarines, and Iloilo for the construction of roads, is hereby amended by adding thereto the following: "The provincial board shall have the discretion to authorize the expenditure of a proper part of said sum for the purchase of rice and the payment of wages in rice instead of money, as the necessities of the situation seem to demand."
