SEC. 4. Each person appointed to any of the boards mentioned in section three of this Act, before entering upon the performance of his duties and acting as member of such board, shall take and subscribe the following oath: "I,................, having been appointed a member of the Board of Examiners of Engineers and Atchitects of the Philippine Islands, do hereby solemnly swear (or affirm) that I have practising the profession of....................since the year..................; that I will well and truly perform the duties of my office; that I will bear true faith and allegiance to the Government of the United States of America and to the Government of the Philippine Islands; and that I take this oath (or affirmation) without any mental reservation whatsoever. So help me God." This oath shall be recorded and field in the office of the Secretary of Commerce and Communications.
